38% DA from 1.7.2022 to CG Employees & PensionersAllowance‘ is the primary salary element for Central Government employees. The particular three allowances are common for all groups of Central government employees. 1. Dearness Allowance, 2. Transport Allowance and 3. House Rent Allowance. The other allowances are applicable only to particular employees and officers. The 7th Pay Commission has recommended 196 allowances on its report.
7th CPC Allowances Gazette Notification Order PDF Download
Recently the Dearness Allowance increased to 28% from July 2021 for Central Government employees and pensioners. It seems this DA hike will impact the rates of various allowances as per recommendations of the 7th pay commission! The Central Government constituted a review committee on allowances in July 2016. The committee submitted its report in April 2017 and the same was implemented in July 2017. The 7th CPC recommended that the particular allowances will be hiked after DA crosses the mark of 25% & 50%. We are listing here all the allowances to be hiked with effect from 1st July 2021.
House Rent Allowance – Rates of 27%, 18% & 9% to be revised when DA reaches 25%
Briefcase Allowance – The allowance will be hiked by 25% after DA crosses 50%
Conveyance Allowance – The allowance will increase by 25% each time DA rises by 50%
Detachment Allowance – The amount of allowance will increase by 25% each time DA rises by 50%
7th CPC Dearness Allowance
Dearness Allowance (DA) and Dearness Relief (DR) both are the same. Dearness allowance and Dearness relief are being granted to existing employees and retired employees respectively. Dearness allowance is calculated on the basis of the current basic pay of Government employees and the dearness relief is calculated on the basis of the basic pension of Government pensioners.
7th CPC House Rent Allowance
The Rate of House Rent Allowance (HRA) was Revised to 27%, 18% and 9% for X Class, Y Class and Z Class Cities respectively with effect from 1st July 2021 – Orders issued on 18th August 2021.
7th CPC Transport Allowance
Transport allowance is given to all employees working in Central Govt services for the expenditure on travel from residence to office and back. Employees are using various modes of travel to come to the workplace and return.
7th CPC Briefcase Allowance
The reimbursement will be limited to the above-mentioned ceiling limits subject to the submission of proper invoices or bills with the GST number, Book number and invoice number of the trader.
7th CPC Conveyance Allowance
Conveyance Allowance is paid to Doctors for visits to hospitals and dispensaries outside normal duty hours as well as for making domiciliary visits. It is also paid to those employees who maintain their own Motor Car, Scooters, Motor Cycle, Moped and have to undertake frequent journeys on official business in their conveyance.

Library Allowance is granted to teachers in various ministries, who are assigned to library duties.

Committee on Allowances Report 2017

7th CPC Night Duty Allowance Order PDF
Apart from basic pay, a number of allowances are paid to Central Government employees, either as a percentage of the Basic Pay or as a specified amount. For example, Night Duty Allowance is eligible for Industrial employees only. Some allowances are eligible for some categories of employees only.
